DA-024 - “Present to Past”

DA-024 is to be kept in a secure containment locker in Site-██. Access to DA-024 is restricted to Level 3 personnel and above, and any testing or usage of DA-024 must be approved by at least two Level 4 personnel.

Description: 

DA-024 appears to be a small handheld device made of an unknown metal, measuring approximately 8cm x 6cm x 2cm. The device has a small digital display and a single button on the top. When the button is pressed, DA-024 activates and the display shows a countdown timer. Upon reaching zero, time in a radius of approximately 50 meters around DA-024 is reversed by a varying amount, typically ranging from a few seconds to several hours. This reversal appears to be instantaneous and affects all matter and energy within the radius, including living beings and inanimate objects.

DA-024 is capable of reversing time to a maximum of 24 hours in the past, but only once every 24 hours. After each use, DA-024 enters a cooldown period of 24 hours, during which it cannot be activated. DA-024 cannot be used to reverse time beyond 24 hours, and attempts to do so result in the device malfunctioning and becoming non-functional for an extended period of time.

DA-024 was recovered from a small town in [REDACTED], where it had been used by an unknown individual to reverse time and commit several crimes. Foundation agents were able to retrieve the device before it could be used again, and all witnesses were administered Class-B amnestics.

Addendum: 

Testing has shown that DA-024 is unable to reverse time for an individual who is holding the device at the time of activation. Additionally, any changes made to the timeline as a result of DA-024's activation appear to be permanent, with no evidence of the original timeline remaining. As such, usage of DA-024 must be carefully monitored and approved to prevent any potential paradoxes or alterations to the timeline that could have unforeseeable consequences.
