DA-039 is to be cordoned off and surrounded by a 5-meter-high reinforced concrete wall topped with barbed wire. Access to DA-039 is restricted to Level 3 personnel or above. The entrance gate must be guarded at all times by armed security personnel.


Description:

DA-039 is a small township located in an undisclosed region. It appears on no contemporary maps, satellite images, or GPS systems, except for a series of ancient maps collectively known as "Ye' Old' Maps for Travellers'." These maps are believed to be of 17th-century origin and are typically found in rare bookstores, antiquarian collections, or in the possession of certain anomalous item dealers.


The town itself covers an area of approximately 2 square kilometers and is surrounded by dense forests on all sides. Despite its antiquated appearance, DA-039 exhibits no signs of age or decay. The architecture resembles a typical European town from the late medieval to early Renaissance period. Structures within DA-039 include residential houses, a town square, a church, a marketplace, and several other public buildings.


Notably, DA-039 does not have any inhabitants, and it is unclear how it sustains itself. Investigations and surveillance have revealed no signs of biological or supernatural activity within the town. Attempts to introduce personnel or animals into DA-039 have been unsuccessful, as they vanish upon crossing the town's boundary. Remote surveillance devices show no anomalous activity within DA-039.


One of the most peculiar aspects of DA-039 is the complete lack of law enforcement or governance. All forms of crime, including murder, theft, and assault, are not only permitted but also seemingly encouraged within the town. The absence of conventional legal systems has led to an environment of lawlessness and chaos. Despite this, incidents of violence or conflict among criminals within DA-039 have been minimal.


The anomalous properties of DA-039 manifest when a person enters the town. Once inside, individuals lose all memory of their previous lives, personal identities, and external world events. They become fully immersed in the lawless environment of DA-039 and adopt a new persona. These individuals refer to themselves as "Denizens." Denizens engage in various criminal activities, including forming gangs, engaging in illicit trades, and organizing violent events for entertainment.


Attempts to retrieve Denizens from DA-039 have proven difficult. Those who manage to escape exhibit severe psychological trauma and have no recollection of their previous lives. Most experience extreme disorientation and struggle to adapt to the real world. Extensive therapy and reintegration programs are required to aid their recovery.


Due to the risks involved in interacting with DA-039, all exploration and research within the town require approval from the Site Director. The anomalous nature of DA-039 and its potential connection to the ancient maps are still under investigation.
